Mix together the dressing ingredients and set aside.

Heat the oil and butter in a non-stick frying pan. When hot add the scallops and cook for 2 minutes per side. Remove from the pan and slice in half horizontally. Arrange between 4 plates, drizzle some of the buttery pan juices on top, spoon over the dressing and scatter over the chives.
