Preheat a barbecue, grill pan or frying pan. Rub the meat with a little oil, season well and cook for 2-3 minutes each side.
Remove and let sit for 10 minutes, then cut into thin slices.
Using a peeler, make long ribbons with the cucumber, if they are too wide, then cut the strips lengthways into two.
Arrange the beef, cucumber, onions, chilli and herbs on a platter.
Mix the dressing ingredients together until the sugar is melted. Pour over the salad and sprinkle with the crushed peanuts to serve.
