Cook the penne according to packet instructions. 5 minutes before end of cooking time, add the broccoli.
Meanwhile, to make the sauce, melt the butter in a small pan, then stir in the flour, to make a roux.
Gradually add the milk, stirring constantly, and bring to a simmer until the sauce has thickened and is creamy. Stir in the whie pepper, half the cheese and the wholegrain mustard.
Pour into a baking dish, sprinkle with the remaining grated cheese and cook until a hot grill until bubbling and golden.
