Preheat oven to 180°C, 350°F, Gas 4.
Blend together the tomatoes, tomato purée, Tabasco, peppers, jalapeños and the juice of a lime.
Cook the rice, following the instructions on the packet
Brown the minced beef in a large frying pan with the onion and cumin seeds and cook for 3-4 minutes. Add the tomato and pepper sauce to the minced beef and cook for a further 3 minutes, adjust the seasoning. Add the rice to the beef and mix thoroughly.
Place the meat and rice mixture into an oven proof dish and place one tortilla wrap on top and leave to one side
For the cheese sauce
Melt the butter in a sauce pan. Add the flour, stir and cook for 1 minute to make a paste. Take the pan off of the heat and gradually stir in the milk, once made into a smooth sauce return to heat and bring to boil whilst stirring continuously. Turn the heat down and let it simmer for 5 minutes.
Add the cheese, stirring well until it melts. Pour the cheese sauce over the tortilla then grate cheese on top. Bake in the oven for 20 to 25 minutes or until thoroughly cooked. Serve with the rest of the tortilla wraps.
