Beat the butter and sugar together, then add eggs, flour, cocoa and add milk as required. Mix under the chocolate chips. Bake at 180 Degrees for 10 minutes.
Melt butter, beat in the Chocolate Philadelphia Cheese. Add sugar till you have a soft smooth icing. Pipe onto the cooled cupcakes.
