Sift the flour into a bowl and mix in a pinch of salt, sugar, cream of tartar and baking soda. Rub in butter until the mixture is like breadcrumbs.
Stir in a lightly beaten egg, and enough milk to make a stiff but soft dough. Roll out on a lightly-floured board and cut into round shapes.
Bake in a hot oven (475°F) for 10 mins and serve.
