Put minced beef, 1 garlic clove, chillies and cumin into a bowl and season. Combine with hands. then add egg, breadcrumbs and fresh coriander and mix again. Shape mixture into about 20 balls and toss lightly in flour. Brown well in heated oil (1tbsp) for about 6 - 8 minutes. Drain on kitchen roll to remove excess oil.
To make sauce, heat remaining oil and add onion and cook for a few minutes until soft. Stir in second garlic clove and red pepper and cook for further 3 minutes. Transfer vegetables, along with all further ingredients to slow cooker. Add seasoning. Cover and cook on low for 6 - 8 hours. Serve with rice and green salad.
