Peel the potatoes and cube. Put in large pan with boiling water and add a splash of milk, simmer for 15-20 minutes. Meanwhile, simmer the frozen vegetables.
Pre-heat oven to Gas Mark 4.
Finely chop the fresh pepper, tomato and onion and fry for 2 minutes. Add minced meat and prepare ¼ pint of gravy. Mash the potatoes.
Once the mince is brown add the gravy mix, soy sauce, worcestershire sauce, hp sauce and ketchup. Pour the vegetable and minced meat mix into the base of an ovenproof dish. Cover the dish with the mashed potatoes and place in the oven for 40 minutes. Serve immediately.
