Cut the potatoes into one pound coin thick slices. Heat the oil in a large frying pan or wok, add the onions, potatoes, peppers and garlic, season with plenty of salt and freshly ground black pepper. Cook over a medium heat, for 15 mins until the potatoes are tender and golden - stir every few minutes to prevent them sticking. Stir in the vinegar and remove from the heat. Adjust the seasoning and transfer to a serving dish. Scatter over the parsley and serve hot or warm.
