In a mixing bowl, combine together the honey, soy sauce, lime juice, chopped garlic and freshly ground black pepper. Place the chicken wings in plastic resealable bags, dividing up if necessary.
Pour the marinade into the bags and expel any excess air before resealing. Chill in the fridge for 6 hours.
After the marinating time, pre-heat the oven to 200°C and line a couple of baking sheets with nonstick baking paper. Remove the wings from the marinade (reserving the marinade) and arrange on baking sheets and roast in the oven for 15-20 minutes until cooked and golden all over.
Bring the marinade to a rolling boil for 2 minutes in a small saucepan. Serve the chicken wings with a little of the marinade sauce and a few sprigs of tarragon.
