Preheat oven to 350°F/175°C/gas mark 4.
Sift flours together. Set aside. Cream vegetable shortening/butter and sugar. Beat in egg yolk until creamy. Add salt and lemon essence. Gradually fold in sifted ingredients. Stir in milk.
Shape teaspoonfuls of the mixture into balls. Roll balls in sesame seeds. Place on greased trays.
Bake for 15–20 minutes.
