Heat the oil in a pan and sauté the onion for 3-4 minutes.
Add the pepper, garlic, chilli, paprika and cumin and mix well before stirring in the minced beef. Cook until the mince has browned.
Pour in the stock and chopped tomatoes, then stir in the sugar and tomato puree. Bring to the boil, then simmer gently for 20 minutes.
Stir in the drained kidney beans, simmer for a further 10 minutes then serve with steamed rice.
